Far too much dithering on all of those. Get rid of some of it and utilize it occasionally on borders of black and another colour.

Swampert is super awkward looking (that face...) and so's Combusken (almost exactly the same as its future sprites..). Torchic and Sceptile look great though!

Yep, Fishmuffin would say that, reduce most or all of it and give it a bit more lighting? It looks pretty good though.

Is there some specific palette you have to stick to when making these, or does everyone just use their own?

You are restricted to a 56 by 56 pixel frame and a 4 color-limit including pure black and pure white (transparent), the remaining two from a specific palette. Just grab one (or more) sprites from GSC, ripped or from this topic, and use the eyedropper tool to get the colors you need.
