Use Hueshift. And his cap is weird.

Hueshift?

RE: Mary-Oh! Dear! Help me! - Gors - 06-24-2008

Yes. It's a coloring technique you use on sprites. Instead of using, for example, dark red, red and light red, use something like dark red, red and an orange-ish color.

The gloves and boots are too dark. Hue-shift it. Too many shades.
The shading on the boots and (our) left leg looks awkward. It also looks Pillow-shaded; but this may be due to the overshading.
