Are the "Striker Times" supposed to look so stretched?

Yesh. They're technically textures and thus bound to POT sizes (power of two, like 64x64, 128x256, 256x256 and all that). NLG decided to use the full texture space instead of leaving blank space and then stretch them during runtime.

"Effects" is pretty much "all that stuff with alpha channel" except for app interface elements, I may or may not do them later, if only for the buttons.
Made the screenshot with my phone and recreated it using the ripped graphics since even though it saves screenthots as PNG, they are super grainy (probably due to some image optimisation for its display because these displays tend to have the most awkward subpixels). I used a "dodge" filter for the sun ray effect (which is purple on the effects sheet), "add" yields similar results (GIMP layer blending terms, dunno).
